Overview

The Saudi Arabian market is the second-largest data centre market in the Middle East. Initially dominated by retail colocation and the self-built enterprise facilities, wholesale colocation and hyperscalers progressively entered the market, gradually taking over in terms of market share. In October 2020, Saudi Arabia published its Cloud First Policy (CFP) to accelerate the adoption of cloud services by government entities.


The market is divided between Jeddah, Riyadh and Dammam. The distance between the main cities could ultimately result in hyperscalers planning to expand to three cloud regions. The competitive landscape is currently dominated by center3, a Public Investment Bank (PIF) backed company. However, additional competitors such as Ezditek, Edgnex Data Centres by Damac, Khazna and Gulf Data Hub have recently entered the market. Moreover, PIF and Google announced in November 2024 a strategic partnership to establish an AI hub in Dammam, supporting the country’s ambitions to make Saudi Arabia a key AI location.
